S. Korea cautious over attack helicopter development project
SEOUL, May 3 (Yonhap) -- South Korea plans to decide whether to push for the development of indigenous attack helicopters next year after studying its effectiveness and the geopolitical situation in Northeast Asia, a senior defense industry official said Thursday.

The Army has called for the production of attack choppers along with the ongoing development of transport and liaison helicopters under a program code-named "KHP." But opponents question the need for the costly project, citing the declining role of ground troops in modern warfare and signs of warming inter-Korean ties.

"We are in the early stage of reviewing whether to pursue the attack helicopter development project. Nothing has been decided yet," Han Young-myoung, chief of the KHP Program Management Office at the Defense Acquisition Program Administration, told reporters. "We aim to make a decision around next fall."
His comments were in response to media reports that the country may seek to replace hundreds of aging attack helicopters in a bid to beef up its defense readiness ahead of the planned retaking of wartime operational control of its troops from the United States.

Han emphasized that all possibilities are open including the import of some attack helicopters.

He said a separate move to develop multi-purpose transport helicopters that can be also used by police or firefighters is going on as planned.

"The shape of the new model will be decided by the end of June through the preliminary design review, and immediately begin works for detailed design," he said.

Seoul launched the six-year, 1.3-trillion-won (US$1.38 billion) KHP program, aimed at providing the Army with 245 advanced transport helicopters, last June in partnership with Franco-German firm Eurocopter.

The defense procurement agency expects exports of the envisioned helicopters, each priced at around 15 billion won.

"The Korea Aerospace Industries is scheduled to set up a joint venture with Eurocopter in June to pave the way for exports," Han said. "We expect 300-500 helicopters, developed under the KHP program, to be sold for 10 years from 2014."
