It is an environment that can be constrictive and fought under tight perimeters. The enemy in Iraq has the advantage of surprise, concealment, and civilian presence. The ability for Marines to make immediate decisions, and for unit leaders to successfully lead their subordinates is vital to defeat an enemy in urban terrain.
