선동이 아니라, 해외에서 제가 발제한 일 때문에 이슈가 되고 있습니다.
뭐, UN군이 역사적으로 제대로 힘을 발휘 못한건 사실이지만 중국군이 피해를 감수하기 위해서 명령을 거부했다는지, UN군 지휘관들끼리 서로 힘싸움 했다는지, 다 비판의 기초가 되고있는거죠.
"Chinese UN peacekeepers in the capital Juba “abandoned their posts entirely” at one civilian protection site where tens of thousands had sought safety from successive bouts of fighting, a report by the US-based Centre for Civilians in Conflict (Civic) said."

중국군이 자기 포지션들을 버리고 도망간건 사실이네요.

그런데 기지 내부안에 있는 민간인들도 못지켰네요.

사태 개입하라는 명령을 받았는데도 거부함.
92페이지 짜리 보고서에 읽기 편하게 중국군 나온부분만 잘라와서 선동이라 생각하시는분들 계시는데,
실제로 일어난일들이고 언론에서 그렇게 비난받고 있습니다.
"Several UNMISS military and civilian officials confirmed to CIVIC that POC1 was left undefended for a period. “The Chinese abandoned [POC1], that is a fact,” said one UNMISS military official. “To this day, there is a reluctance or unwillingness to overexpose themselves.” Any criticism of the Chinese peacekeepers’ performance must account for the losses they took, and the egregious way in which their casualties were treated, as discussed in more detail in the text box below."
남수단의 치안사태는 중국군도 알고 파병한겁니다. 괞히 전투부대를 파병했겠습니까?
UNMISS 소속 블루헬멧들은 민간인들을 지키기 위해 무력을 사용해도 됩니다.
"UN peacekeepers in South Sudan are mandated to use lethal force to protect civilians under imminent threat in South Sudan"
밑은 UNMISS mandate중 첫 두가지입니다.
"i. To protect civilians under threat of physical violence, irrespective of the source of such violence, within its capacity and areas of deployment, with specific protection for women and children, including through the continued use of the Mission’s child protection and women’s protection advisers;
ii. To deter violence against civilians, including foreign nationals, especially through proactive deployment (적극적인 대응), active patrolling with particular attention to displaced civilians, including those in protection sites and refugee camps, humanitarian personnel and human rights defenders, and identification of threats and attacks against the civilian population, including through regular interaction with the civilian population and closely with humanitarian, human rights and development organizations, in areas at high risk of conflict including, as appropriate, schools, places of worship, hospitals and the oil installations, in particular when the Government of the Republic of South Sudan is unable or failing to provide such security;"
중국군이 아무 이유 없이 비판받는게 아니라, 중국군이 너무 소극적으로 행동해서 그런겁니다.
중국군은 자신들의 임무를 수행 안한거죠.
중국군 APC가 RPG 맞고 여러 부상자 나왔을때도 지휘관이 단호하지 못해서 살릴수 있던 병사들 전사했다고 비한하더군요. 중국군의 조치가 너무 "egregious" 했다고...
UN군은 역사적으로 딱히 할수 있는게 별로 없었다, UN군은 원래 무능하다, 다 사실인 말입니다만, 그렇다고 UN군이 잘못한 일을 비판할수 없다는 법도 없습니다. 시스템이 잘못됬는데 그냥 그런가보다 하는거와 뭘 잘못했는지 비판하는건 다른거죠.
솔직히 제 3세계에서 온 평화유지군은 별 기대 안했지만, 중국같은 군사 강국이 자기 임무를 수행 못한다면, 뭐 저도 할말 없네요. 그것도 전투가 자주 발발하는 곳에 자발적으로 중무장 전투부대를 파병했는데 말이죠.
중국군 남수단 파병은 처음부터 큰 관심을 가져왔는데, 매우 실망입니다.

남수단 군대가 갈라져서 서로 싸우는 중인데 전차는 있어도 공격헬기는 없을꺼 같습니다.
