Jassm Remains Survivable, But Struggles


 
The U.S. Air Force is proposing to proceed with development of two new variants of the Joint Air-to-Surface Standoff Missile even while the system continues to struggle with reliability.

During acceptance tests in February for Lot 5, four of 10 Jassm flights were failures, according to USAF officials. Three of the four performed nominally through impact; the fourth impacted outside the target area.

Problems with the three missiles that made it to their targets have been attributed to the fuze, says Pat Zarodkiewicz, USAF¡¯s deputy budget director. Problems with fuze circuitry were acknowledged earlier in the program. Funding is zeroed in the Fiscal 2010 budget request for production of Lot 8 pending the outcome of acceptance testing for Lot 6 missiles. ¡°This is a reliability issue, not a technical issue,¡± she says.

The recent 40% reliability rate is below results found two years ago, when testing was brought to a halt. At that time, the $6-billion program was facing increased scrutiny because of cost growth. As a result, the Pentagon conducted a full review of its suitability to proceed, including an analysis of available alternatives. The missiles are now estimated to cost about $1 million apiece, compared to the original $400,000.

A USAF T-38 Talon crashed 9 mi. north of Edwards AFB, Calif., at about 1:15 p.m. PDT on May 21, according to news reports. No casualty information was available late that day EDT. The advanced jet trainer is a backbone aircraft for government pilots and astronauts and is a testbed for experimental equipment. Test pilots and flight test engineers are trained in T-38s at the Air Force¡¯s Test Pilot School at Edwards.
