ALR is an independent association pooling engineers, physicists and aeronautical specialists. The association was founded in 1981 and figures in the official Swiss Register of Commerce. Principle objective of ALR consists in the implementation of advanced technology projects and products as well as consulting in the aerospace and fluid mechanics related fields. Services are offered to public services and industries, mainly in form of
contract research developments and consulting services. ALR is trained to co-operate closely with the client and its staff. Existing experience as well as the client's facilities are engaged to the maximum possible extent.
4.) Analysis of Aircraft Projects
The members experiences in aircraft and system developments enables ALR to compose an appropriate team of specialists to
assess an aircraft development project in all phases – from initial concept studies and marketing analysis over conceptual design, full scale development and flight testing to service introduction and operations. Tools such as the ALR-owned and -distributed APP ¢â Aircraft Performance Program will support that action (See Business Area ALR APP).
5.) Evaluation of Aircraft / Comparative Analysis
ALR members experience in combination with appropriate tools and the unique ALR database enable to make sound evaluation of civil and military aircraft e.g. prior to acquisition and to make comparisons between different aircraft types. The main tool to support that activity is the APP¢â Aircraft Performance Program (See Business Area ALR APP).
Piranha
The PIRANHA project was undertaken by ALR as
a private venture with the support of Switzerland¡¯s industry. The reason for initiating the project was that the development and manufacturing cost of advanced tactical fighter aircraft (F-15, F-18) has risen so high that the number of aircraft which an armed service is able to procure has been reduced to unacceptably low levels.
PRIANHA 1 was a subsonic aircraft configuration optimised for the anti-armour and anti-helicopter roles.
PIRANHA 6* was designed to meet the battlefield air superiority and battlefield interdiction roles. These role requirements led to
a very small, agile supersonic fighter powered by advanced engines such as the RB.199, EJ-200, or M.88.
The design works undertaken in the early eighties have been applied by ALR in other projects.

The Swedish version of the engine features a larger fan to provide more airflow and greater power; greater resistance to birdstrikes; and a Swedish-designed afterburner. I regeringens följande proposition62 redovisades överbefälhavarens förslag om ett enhetsflygplan att på sikt ersätta alla Viggenversionerna. Resultatet av överbefälhavarens utvärdering av såväl ett svenskt som utländska JAS-alternativ redovisades också. Fyra utländska flygplan hade offererats och värderats, alla
amerikanska. De var F-16, F-18 A, F-18 L och F-5S. F-16 var det flygplan som gick segrande ur striden om århundradets vapenaffär (se avsnitt 5.3.6). F-18 hade i prototypform (YF-17) också deltagit där men senare utvecklats till ett hangarfartygsbaserat flygplan, F-18 A. Också en landbaserad version, F-18 L, erbjöds Sverige. F-5 hade tillverkats i mer än 20 år men det var en ”vässad”version, F-5S som erbjöds Sverige. Alla flygplanen var eller skulle kunna bli anpassade till den svenska JAS-idén. Värderingen visade dock att bara F-16 och F-18 uppfyllde också ställda operativa krav.

Ground attack options

As the JA 37 fighter version of Viggen was then just starting deliveries, and the last to be delivered in 1990, the need for a replacement in that role wasn't seen as necessary in the same time frame as for the attack force, so when looking at alternatives, it was primarily a ground attack platform or platforms which was desired.
<br><br>
The "natural" replacement for this combination was the A20 Viggen + B3LA. <font color="red">A20 would be a development of JA 37, but with aerodynamic refinements like all moving canard and probably even more parts replaced by composites.</font> This would give the same level of capability as the base-line.
<br><br>
For economic reasons, a slightly lower level of capability was suggested, consisting of upgraded AJ 37 Viggens + B3LA.
<br><br>
In order to save more money, an even lower level of capability was proposed, consisting of only A20 Viggens.
<br><br>
An even cheaper alternative was desired, (even though it would mean even less capability) so the A 38/Sk 38 solution was proposed. <font color="red">The A 38 was a dumbed down version of B3LA with less capable avionics, Sk 38 a trainer version.</font>

The government wanted to spend even less money, so finally the Sk 2 was brought out: It would have been a smaller and cheaper trainer than Sk 38.

As this would not at all give the required capability, foreign alternatives were studied.

The F-16 was studied and was found to basically be able to fulfill the ground attack requirement, the emphasis being on beating back a sea borne invasion with anti-ship missiles. On the other hand, as an interceptor it would just barely do, as in 1980 it took 3 minutes to start an F-16, while the requirement for Swedish fighters is that they are airborne after 60 s from a start order.

Also the F-18 satisfied the ground attack requirement and perhaps also fitted the Swedish profile with dispersed bases somewhat better.

In both cases, they were primarily intended to replace AJ/S 37 Viggens in the middle 1990's, with most likely another fighter bought to replace the JA 37 Viggens a decade or more later.
<br><br>
Shortly thereafter, it was shown that it would be possible to, for less money (comparing to F-18 and assuming a number of 240 or more airframes) develop a true multi role fighter, which eventually could replace all Viggen versions; And Gripen was born.
