Increased focus brought to naval NH90 to minimize further schedule setbacks

Deliveries of the naval NH90 helicopter could slip once more, but program officials say they¡¯re upbeat because the ¡°cultural problems¡± that impeded development are fading away.

The schedule for the NFH90s, which will be deployed on frigates, has been a long-time concern for customers and reached a crisis point earlier this year when new delays were revealed. There was particular frustration among Dutch, German and French governments that the NH Industries (NHI) consortium building the rotorcraft was not resolving problems quickly enough.

Although the program is far from being out of the woods, industry is coming around, asserts Gerome Lauvaux, deputy general manager for the NATO agency overseeing the program. Payments were being held up out of concern that NHI (a venture of Eurocopter, AgustaWestland and Stork) was being unresponsive. But those payments are now flowing again, and Lauvaux says there¡¯s ¡°a new mood and improved responsiveness¡± on the part of the contractor.

One likely move will be to streamline program management. The customers have complained that the multi-company arrangement complicates decision-making: When conflicts emerge, they need to be elevated to the very top to be resolved. This problem is supposed to be cured by creating mid-level managerial positions with functional authority across the companies. Although the new structure has not yet been fully defined, the governments expect a proposal from NHI soon.

The coming months should provide some indications of whether the new level of attention brings technical results. One key area will be curbing the NFH90¡¯s roughly 400-kg. excess. Industry plans to find weight savings to address half of that amount. It¡¯s also looking for technical options to increase the maximum mission weight. Whether the latter can be achieved, potentially by increasing engine output, should emerge by year-end.

Furthermore, Lauvaux says program officials are waiting for results of a fix to the main landing gear, which in earlier trials proved too weak in some areas. Indications are that a full redesign can be avoided, although that will depend on what the recent and upcoming tests show.

One of the biggest challenges involves the maritime radar from Thales. Problems have arisen with its development and integration (led by Agusta) into the overall mission system. However, efforts in June and July suggest that advances are being made on both fronts, Lauvaux says, although he notes that hurdles remain. Thales claims the radar problems have been resolved.

A contract amendment is another issue likely to be on the agenda in the coming months. The fixed-price development contract has a ceiling, and if the governments want to provide financial incentives for the industry to perform, that could require a contractual modification.
