프랑스, 일본, 영국, 미국, 사우디의 AWACS 업그레이드 계획
보잉사는 프랑스 공군 소속 E-3F AWACS 4대에 대한 RSIP(레이더체계 개량프로그램) 키트 설치를 예정보다 빨리 완료했다고 발표했습니다. 이는 프랑스 공군에 90년대 초 인도된 후 가장 중요한 개량작업이었고 1억 4300만 달러가 소요되었답니다.
RSIP를 통해 도플러레이더의 민감도를 개선하여 크루즈미사일같이 작은 목표의 추적성능을 향상시켰으며
임무컴퓨터의 프로세서를 신형으로 교체하고 소프트웨어를 새로 설치했다고 합니다. 또한 ECCM 성능도
강화되었답니다.
이로 인해 프랑스 공군 AWACS기 4대도 이미 RSIP 업그레이드를 실시한 나토 및 미공군 소속 AWACS와 같은 레벨의 작전 수행이 가능해졌고......하지만 2008년부터2012년 까지 추가로 MLU(Mid-Life Upgrade)사업을 새로이 실시한다고 합니다.
불과 얼마전 도입한 일본 항자대 E-767 AWACS도 올해부터 2010년까지 준비 및 발주작업을 거쳐 2011년-2013년 사이에 RSIP를 실시하여 더욱 향상된 성능을 갖게된다고 합니다.
사우디공군의 E-3A AWACS 5대도 올해부터 2014년 까지 RSIP를 연차적으로 실시하며 GATM/GINS 개량도
병행한다고합니다.
재미있는것은 Link-16 설치도 개량사업에 포함되어 있는데, 그렇다면 지금까지는 음성으로만 자국기의 통제를 해왔다는 것인지? (GATM;Global Air Traffic Management)
영국은 자국의 E-3D 7대에 대하여 독자적인 개량작업을 추진중이고, 미공군의 AWACS 개량프로그램은 혼란스럽기까지 하군요.
이렇듯, 각국의 AWACS 또는 AEW & C는, 운용하면서 끊임없는 업그레이드에 수억달러씩 계속 투자해야 하는 무기체계인데 우리처럼 구매시 최저가격으로 낙찰하는게 무슨 의미가 있을까요?
낮은 구매가격은 결국 나중에 더 높은 업그레이드비용을 의미하는것 아닐까요?
가격도 그렇지만 그나마 제대로된 업그레이드를 제공할 수 있는 능력이 진짜 중요한게 아닐까 싶습니다.
ST. LOUIS: Boeing has completed ahead of schedule the installation of Radar System Improvement Program (RSIP) kits on France's fleet of four E-3F Airborne Warning and Control System (AWACS) aircraft.
"This is the most significant upgrade to the French AWACS fleet since its initial delivery in the early 1990s," said Chad Hammond, Boeing French RSIP program manager.
Boeing completed the modifications through a $143 million Foreign Military Sales contract via the Electronic Systems Center at Hanscom Air Force Base, Mass.
Boeing has upgraded the radar on the first of four French E-3F AWACS aircraft.The Radar System Improvement Program kit improves the E-3's surveillance capability by increasing the sensitivity of the pulse Doppler radar so the aircraft can detect and track smaller targets. The RSIP kit increases the aircraft's radar sensitivity, allowing it to detect and track smaller targets. It also improves the radar's existing computer with a new high-reliability multi-processor and rewrites the software to facilitate future maintenance and enhancements.
Air France Industries, under subcontract to Boeing, performed the installation and checkout at its facility in Le Bourget, France. Boeing flight-tested the upgraded aircraft in Avord, France, the main operating base for the French AWACS fleet.
The RSIP kit, built by Northrop Grumman Electronic Systems, consists of a new radar computer, a radar control maintenance panel, as well as electrical and mechanical software and hardware.
"These enhancements will bring France's surveillance capability up to the same standards as our NATO allies," said Jean-Marc Roffi, French Ministry of Defense AWACS program manager. "
