JSF Program Ditches Tests To Protect Schedule

A major operational test series planned for the Lockheed Martin F-35 Joint Strike Fighter has been abandoned in an attempt to protect the schedule for delivering a fully operational aircraft, according to

the just-released fiscal 2014 report on the program from the Pentagon’s Director of Operational Test & Evaluation (DOT&E).

block2b  소프트가 작년중반 리뷰시 151개의 심각한 문제를 포함하고있었고, 일부는 블록3F가 완료시까지 수정이 않될수도 있다고...

해병대 IOC기준인 block 2b 에서 Operational Utility Evaluation (OUE)   과정이 DOT&E의 권고에 따라, 지난 4월에 빠졌다고, 이 과정은 block 2b 검증을 위한 다수의 기체를 필요로하는 시간소모가 큰
과정으로 예정대로하면, 2016년 후반에 OUE가 시작될수도 있고, 차례로 block3f의 개발도 순연이 될수밗에 없는 상황...

full OUE과정을 수행하기보다, block 2b의 제한된 평가를 에드워드 공군기지의 F-35A 를 사용하여 하였다고...

block 2b 소프트웨어 test가 다음 달에 완료 예정. 대부분의 개선 점들이 앞선 소프트웨어 블락에서 시험된 점수를 2b test 점수로 간주하여, 840점 분량의 test를 생략, 4개월 시험분량 이라고... 

The critical risk to Marine IOC identified in the new report is the availability of "mission data load" software, which works in conjunction with software permanently loaded in the aircraft system and contains

information to operate sensors – for example, the data needed to identify hostile radars. The operational requirement is for these to be generated in a government facility, the U.S. Reprogramming Lab

(USRL), but some equipment for the USRL was held by Lockheed Martin three years past its due delivery date. On baseline plans, the first two mission data loads will not be available until November, but

the report refers to a plan to "truncate" development and carry out limited flight tests, creating "significant operational risk to fielded units."

중대 위험 요소가 'mission data load'의 여부라고...이것은 기체에 탑제될 최종 소프트웨어 함께 sensor 작동을 위한 정보를 담고있다고, 예를 들어 적 레이다를 식별하는 자료, 정부시설에서 이러한 정보가
생성되어야 하는데, 이곳(USRL) 의 장비를 공급해야하는 록히드가 3년 이상 납기를 지연.... 11월 까지  첫 2개의 mission data load 가 부재할 것으로 ... 그러나 DOT&E 보고서에 따르면, 개발 단축을 위해
제한된 비행시험만 계획하고 있어,  심각한 작전상 위험 요인이 되고 있다고...

DOT&E also notes that an apparent improvement in a major reliability metric — "mean flight hours between failure – design controllable" — up to late summer 2014 may be due to changes in reporting.

More failures were reported as "induced," or due to maintenance actions, and fewer to "inherent" design problems. Also, once a redesigned version of a failure-prone part is introduced into the fleet but

before 100% of the fleet has been retrofitted, the program stops counting failures of the previous version, improving the system’s on-paper reliability even though failures are occurring.

신뢰성 부문에서 확실한 개선도 보였는데...mean flight hours between failure(MTBF 와 비슷하나, 약간 다른) 전년 8월 까지는 문제에 대한 보고가 관리/정비소흘로 인한 것으로... 내재된 설계상 문제는
소수로... 설계변경된 부품이 투입되고, 100% 대체되기전에, 앞선 부품의 불량율 계산을 중지. 종이상의 신뢰성 수치를 높임,  현장에서 여전히 불량은 발생하고 있는데...

One of the F-35’s distinctive features, the Distributed Aperture System, is still problematical, the report says, continuing "to exhibit high false-alarm rates and false target tracks, and poor stability

performance, even in later versions of software."

DAS는 여전히 문제... 높은 오작동으로 경고를 남발하고, 엉뚱한 목표를 추척하고, 성능의 안정성도 낮고, 심지어 후기 버젼의 스프트웨어에서도 지속 발생하고 있다고... 

Lockheed Martin and the JSF Program Office had not responded to the report by midday on Jan. 20.

록히드와 JSF program 사무국에서 1월 20일 중반까지 동 보고서에 대해 공식 반응을 보이고 있지 않다고....
