Lockheed Martin Corp. is prepared to offer a new aircraft design for the $11 billion U.S. Air Force Trainer-X competition — but would rather not.
That new design has actually been under development by Lockheed's ultra-secretive Skunk Works research and development group for five years, even as the company pushed an adapted version of the T-50 aircraft to replace the Air Force's fleet of training planes. About 350 aircraft will be acquired in all.
"In 2010, we began a clean-sheet design in addition to the T-50," the latter of which would be in partnership with in partnership with Korea Aerospace Industries, said Rob Weiss, executive vice president and general manager of advanced development programs. "We have either option. We've carried these to be positioned [to compete], once requirements land."
The confirmation about Lockheed's ability to offer a new aircraft comes about two weeks after Northrop Grumman Corp. (NYSE: NOC) made its own surprise announcement that it would offer a clean-sheet design for the competition, rather than an adapted version of the BAE Systems' Hawk AJTS aircraft, as previously planned.
While Northrop said the switch to a new aircraft was made to accommodate Air Force requirements, Weiss said Lockheed (NYSE: LMT) doesn't feel the same, and that the T-50 alternative will better meld with Pentagon expectations.
"The cost and schedule of a clean-sheet option is not in alignment with what the Air Force has said they'd like to do," that being to get a system in operation sooner rather than later, with limited risk, Weiss said. "The most-capable, low-cost, low-risk approach is to go forward with the T-50. But we can go in either direction."

The Pentagon is asking the private sector to invest more in research and development. What¡¯s your plan?

We do plan to increase spending for 2015, but I keep cautioning the Pentagon that you can¡¯t get enamored with just the amount of dollars being spent. There¡¯s also creativity and innovation in terms of how can you bring things to market other than internal research and development.

Sixteen years ago we sold the Koreans an F-16 and had an arrangement to co-develop a new jet, an FA-50. We¡¯re now offering that as our option for the Air Force¡¯s T-X jet trainer contract. There was no development required and we didn¡¯t spend a single dollar on [internal research]. That to me is creativity on the business side.
